The U.S. military has devised its first-ever war plans for guarding against and responding to terrorist attacks in the United States, envisioning 15 potential crisis scenarios and anticipating several simultaneous strikes around the country, according to officers who drafted the plans.

Because they were too busy developing plans to protect the US in the event of an attack by the USSR, China or India, or a missle attack by North Korea.
Terrorism, which the US had always assumed would be smaller attacks, like a bomber on a bus, or hostage situations, or kidnappings, would be handled by local authorities, the FBI, or National Guard. It's only been recently that the US Military has had real-world experience in dealing with terrorists, and can now influence a certain amount of command and control in the event of another massive terrorist attack.
